Why is the U.S. Government ignoring H.R. 40?

Because the United States government has never had any intention of giving Black people justice. Let me say that again for the Boule, the bootlickers, and the politically sedated: America was built on our backs, and it intends to die on our backs — unless we wake up. They gave reparations to the Japanese for internment. They gave reparations to Native tribes. They gave reparations to the Jews. They gave reparations to the Afghans. They gave reparations to the Ukrainians. But when it comes to foundational Black Americans — the people who made this country rich through 246 years of free labor, all of a sudden they want to “study it”? You don’t need a study to pay a debt. You need integrity. H.R. 40 is the carrot. A symbolic act they dangle in front of us every few years to calm the masses while giving us nothing. It’s not a solution — it’s a sedative. They don’t want a commission. They don’t want a conversation. They want a distraction. And it’s working on some of us. Now listen: Reparations is not charity. It’s not welfare. It is a debt owed. This country owes us land. It owes us money. It owes us schools, hospitals, and control over our own institutions. We don’t want assimilation. We want liberation. So to my conscious brothers and sisters, don’t let them play you with H.R. 40. Use it as a weapon — not a wish. Demand legislation with teeth. And until we get paid, we don't play. No reparations, no vote. No reparations, no allegiance. No reparations, no peace.
